This would appear to be a sleeve badge for wear on a summer white tunic or the naval summer blouse. The Deutsche Uniformen booklet, published by Moritz Ruhl in the period, describes this as a mate's badge ('maate').

It would appear to be badge of BeVo type construction, made of thin cotton and rayon. It is a bit crumpled and the edges are slightly frayed, especially the bottom edge.
