This neat little gadget was bought together with a whole load of British officer's WW1 equipment. It measures miles and kilometers (on a large scale map, I suspect) and still functions, after a fashion, though the wheel is stiff and probably needs oilling with a fine machine oil. The compass on the other side works nicely.

It is almost certainly German, as anything marked 'foreign' (as this is) in the Edwardian period usually inferred German make.

The faces of both instruments appear to be glass and the metal case would appear to be brass with an EPNS finish. There is a certain amount of scratching to both glass faces, consistent with the age, and a little yellowing to the paper faces, but altogether excellent for its age.

Buckle is in minty condition retaining so much detail esp plummage on eagle's neck and chest, like to see those 'creases' on the legs also... a beautiful example of an early O&C buckle.

Belt is very interesting, rather thin, CROUPON stamped and also behind the tongue...maybe Allegmeine but no SS markings as you state. Beautiful piece none the less.
