There are good pre-war photos showing this in use, viz the Graf Spee's world cruise, for instance. U-boat crews would always wear these at formal events such as the Indienstellung (commissioning) of their boat, reverting to the schiffchen (fore and aft cap) for regular service use.

This (just over 5cm wingspan) was worn on both the winter (navy blue) and summer (white top) navy cap, copied, of course, from our own Royal Navy! The pin, fitted at the back for insertion in the cap, has lost two-thirds of its length. There is no cockade, which would have been attached separately to the cap.

It would appear to be made of die-struck gilt aluminium and is in excellent condition, apart from the broken pin, with a tiny amount of wear to the highlights on the chest of the eagle.

Hanger arrived safe and sound 11.30ish today. Very pleased, it's as expected. Your excellent pics make all the difference in terms of confident buying over the net. As a matter of interest, the frog, which as you said is very a/f, is, as you thought, 'spot on'. On closer inspection it is a mk.1 Naval Frog, designated 'for cutlasses'. Date seems around 1860ish give or take.

By the way, I think your site is very user friendly. Seems to work much better than many and up to date, a rarity!!!
